These are the standard water heater door locks that hold the door shut. They are spring loaded and come apart so you can put them through the panel. See pic. Pull the spring away from the handle, then fold the handle over and it will come off the base clip.Feed the clip through the door/panel, put the spring on and push down to compress it, then slip the handle back on before letting go of the spring. Easy once you know the trick.
