This did the trick, and my mower is back in business. The reason I took off a star is for the lack of instructions on replacement, and washer mismatch. Make sure you know how to open up your model mower to get at the wheel assembly, and that you have a way to install a pushnut washer in a tight space. The plastic washer I got in the parts bag was too small, I reused one from the old wheel assembly.
