Welds are smooth. Comes with anchor bolts. True measurements are not as depicted in ad. Please see my photos where I have a measuring tape showing actual measurements. For instance, they say the inside diameter is 3 inches, their photo depicts the outside diameter as 2 1/2 inches, but the actual inside diameter as I measure it is just shy of 2 5/8 inches. Nevertheless, the bracket is a strong quality product.
