The latches I received have no way to be locked. The latches in the photo are lockable.

These aren't actually stainless steel. The latches are consistent and appear to be solid, but if you need to use them outdoors, realize they're not stainless steel.

These work ok for what I want to much load on them though and they spring open. Had to put a wire through the hole to keep closed.
